Three suspicious CCP’s overseas police stations have been identified recently. According to the report by Daily Mail on Apr 23, these outposts are the Nebraska Chinese Association (https://www.omahachinese.net) in Omaha, the Chinese Civic Center (https://chineseciviccenter.org/主页-home) in Houston, and the Chinese American Association of Commerce (https://www.chcausa.org/welcome) in the Chinatown of San Francisco.

All of these organizations claim that they provide service to local or professional Chinese communities and promote Chinese culture and language education to both Chinese and Americans.

It seems there is no specific evidence yet that they work with the Ministry of Public Security (MPS) of China to hunt people in the U.S. However, their close political and financial connections with CCP’s United Front Work Department (UFWD) reveal the disguise. As long as they obtained instructions from the CCP’s government, these organizations would immediately transfer into the police stations, coordinating with MPS for transnational repression.

Back in China, the digital and manual systems for personal privacy are well-established by CCP to surveillance and control everyone. To extend the influence and manipulation overseas, one essential function of the UFWD-controlled organizations is to collect big data and control the Chinese communities.

For example, Nebraska Chinese Association (NCA) charges only a $100 annual fee for each member, but the member needs to fill out an application with name, address, email, and number of adults and children in the household. The information will be provided to the CCP government to update their profiles to better understand their family and social relations in China. NCA offers a passport renewal service, which saves people’s time and money on trips to the China embassy in Washington, DC. But it also means once the association detected any “anti-CCP” thought, speech, or behavior from the Chinese, the harassment and threats against the person would be more serious with the direct backing of China embassy.

The massive United Front (U.F.) network in the U.S. covers up all aspects of daily life. Due to cultural differences and language barriers, it’s easy to attract Chinese to join different U.F. organizations like “hometown association,” “alumni association,” and “local association.” While professional associations, like the “biological technology association” and “business association,” could provide career development and benefit CCP’s infiltration in the related fields. Various subgroups are developed focusing on special interests, like “foodie group” and “hiking group,” to further monitor and control people.

The leaders and group admins must compete with others to gain the positions because of the huge benefits of the U.F. network, which involve money, reputation, and power. They also need to join the bidding on CCP’s projects for promotion. The more influential and capable they are, the more important project they could obtain. Therefore, the current number-one U.F. leader in the US, Guan-Jun Liang, tried to locate, harass and silence me using an abusive lawsuit. He claimed that my revelation of the CCP-lab-origin of the COVID-19 virus caused anti-Asian racism in the U.S. and hurt him emotionally, while CCP’s financial support could make me exhausted and run out of money. Given his deep cooperation with CCP’s law enforcement departments in my case, Liang and his team should also be considered as operators of “overseas police stations.”

CCP’s U.F. organizations also target Americans using different tactics. Generally, the potential useful targets, including politicians, celebrities, and professionals, would receive awards, business opportunities, or academic collaborations from China at the beginning, then get trapped into the spiderweb-like network gradually and tightly.

The erosion of liberty amplifies CCP’s impacts and encourages the CCP’s violation of American sovereignty.

On Apr 26, the House select committee on CCP issued a letter to the FBI and DOJ, seeking answers about the FBI’s strategy and efforts in investigating and combating CCP’s secret police stations on American soil. As pointed out at the end of the letter, “United States law enforcement agencies must hold these perpetrators to account and better protect the U.S. from further threats.”
