China’s Comprehensive Unrestricted Bioweapons Program Exposed
It is well-documented that the CCP has both the intention and the capability to weaponize viruses, a current example demonstrably evidenced in the Covid-19 virus. Covid-19 is part of a larger, more comprehensive unrestricted bioweapons program of the Chinese military. Bioweapons like the Covid-19 virus are in direct contravention of the Geneva Convention.
Based on Chinese intelligence, the CCP is now actively shifting their own narrative of a Wuhan Market ‘nature origin’ to the Yunnan Bat Cave ‘nature-origin’ theory. This would protect their own unrestricted bioweapons program, the military, and the regime itself from exposure and culpability. This includes coaxing some of the same scientists who helped promulgate the initial ‘nature origin’ narrative to pivot to this updated contrived narrative. These experts include the likes of Ralph Baric, Peter Daszak, Anthony Fauci, and others at the WHO.
The CCP has been working for decades to ensconce its agents into all U.S. institutions and industry sectors, including academia, medical, political, tech, manufacturing, and private equity. They have used purported collaboration, not direct competition. When collaboration doesn’t work, they use coercion and corruption to get the cooperation they seek.
Dr. Li-Meng Yan came to the United States on April 28, 2020, after fleeing Hong Kong. She was forced to flee after being alerted by an intelligence source outside the county that a plot to have her “disappeared” was being planned against her due to her revelations about the true origins of the SARS-CoV-2 virus. Retaliation for disobeying the authoritarian regime of the Chinese Communist Party is not uncommon. To date, there are at least four virologists who worked on the virus whose deaths are considered suspicious by many inside China.
Upon arriving in the U.S, Dr. Yan was met at the airport by representatives from multiple U.S. government agencies, including DHS, ICE, and the FBI. After extensive interviews, they deemed her credible and permitted her to enter the country. The FBI would ultimately meet with Dr. Yan four times throughout 2020, including in October 2020 when she met with an FBI virologist.
In the early weeks of January 2020, Dr. Yan had reported to her supervisor, Dr. Leo Poon, at the University of Hong Kong that she had confirmed the SARS CoV-2 virus was indeed transmissible human to human and that it had “gain-of-function” characteristics. The Furin Cleavage Site (FCS) that was part of the virus is an example Dr. Yan points to as evidence of gain-of-function engineering. She describes it like the “smoking gun.” ( A Furin Cleavage Site is a segment of four amino acids that allows the virus to use Furin in the human body as an enzyme, to dissolve its coating so it can release its genetic material to infect cells,) She speaks of this in detail in her report released in September 2020. She chose not to tell Dr. Poon about the virus being part of a larger bioweapons program. His loyalty to the Chinese would have meant that information would imperil her safety.
At the time of her revelations, Dr. Yan was working at the WHO H5 Reference Lab at the University of Hong Kong, then run by Dr. Malik Peiris, a Sri Lankan national with deep ties across the entire academic, medical, and CCP apparatus in China and across the research community internationally. Dr, Peiris is a colleague of Dr. Anthony Fauci, Director of the National Institute of Health in the U.S., and has received funding at the lab from the Gates Foundation. Dr. Peiris has published extensively but maintains arms-length from some of his research, potentially to have plausible deniability about some of his research done on behalf of the People’s Liberation Army. In those cases, he credits colleagues with said research.
The US should closely scrutinize Dr. Malik Peiris, the quarterback, and futurist who bridges the three pillars of the CCP’s bioweapons program:

> Medical and Academia (research): both domestically and internationally U.S. examples: July 2020, a Chinese researcher was arrested in California after hiding her military affiliations. Tang Juan was one of four visiting researchers who had infiltrated a university in Sacramento. She had arrived in the US in December 2019, just as the virus was beginning to emerge in Wuhan. Ultimately, all four infiltrators were charged with visa fraud.

While Dr. Malik Peiris co-heads the WHO reference laboratory in Hong Kong, his reach is global. No other individual has the requisite combination of knowledge/expertise (most renowned virologist in the world), the respected relationship with the military and CCP, and the authority to define the research, and manage the research teams both domestically and internationally.
Dr. Yan had spent five years at the University of Hong Kong conducting vaccine and virus-related research with top scientists, including Dr. Peiris. Throughout her tenure there, she worked closely with and observed colleagues in virology labs in both China and overseas. Because Dr. Yan had studied at the former military medical school, her professional network is extensive, reaching across hospitals and labs throughout China and Hong Kong and various government agencies and the military. Her network served to uniquely provide her insights into the coercive and manipulative practices for which the Communist Chinese regime is so well-known, particularly those intended to deceive the West.
In late 2019, aware of Dr. Yan’s unusual background and because she was from the mainland and spoke Mandarin, Dr. Poon asked Dr. Yan to investigate the derivation of the pneumonia-like virus that by then was spreading across Wuhan. He asked her to leverage her network to garner information about the virus. The regime had been slow-walking information and not sharing what it knew with the civilian Chinese medical community nor the international community.
In sharing some of her findings with Dr. Poon, Dr. Yan was warned not to ‘cross the red line,’ a common reference in Chinese culture to getting into the subject matter with which one should not concern oneself. He ultimately warned her that she would be ‘disappeared,’ a reference to being imprisoned or killed, were she to continue asserting her findings of the cover-up, the non-existent animal intermediate host, and human to human transmissibility of SARS-CoV-2.
Dr. Yan’s ability to understand the implications of her findings was partly due to where she began her academic career. The Southern Medical University’s connection with military researchers and physicians proved important to clarifying the truth about what was actually unfolding inside China at that time. She was atypically familiar with some aspects of the military training and educational process. Of particular note, in the face of the Covid era, is the alignment of the Chinese military’s own strategic document outlining its non-traditional, novel bioweapons program with actual events surrounding the SARS-Cov-2 virus. This is something Dr. Yan defined in her second report published in October 2020.
In the 2015 volume, entitled ‘The Unnatural Origin of SARS and New Species of Man-Made Viruses as Genetic Bioweapons,’ Chinese military scientists suggest that World War III would be fought with biological weapons. This document is part of the People’s Liberation Army’s official bioweapons textbook. It is open-source now and is referenced in an article here. Additional translation of one small section is at the bottom of this document. This is the lens through which Dr. Yan believes this pandemic should be understood and investigated.
Beginning 2010 and even earlier, as part of ‘Project 973’, a database was developed cataloging the characteristics of a schedule of complex viruses. The research that flowed from the database was maximized through disparate, coordinated research projects in China and Hong Kong with the goal of creating a variety of viruses that could be used as unrestricted (not restricted by treaty) bioweapons.
Then came SARS CoV-2, along with a narrative of a naturally emanating virus having come from the wet market in Wuhan. According to the People’s Liberation Army (PLA) document, modifications to the virus are designed to appear as if they occur in nature. As is now unfolding, however, the narrative fails to live up to scrutiny. The manual then calls for “gaslighting with unrelenting misinformation,” obfuscation, and denial. According to Dr. Yan, the world is living the intentional modification, release, and contrived narrative around what ultimately is an attack by the CCP on the entire world.
To obscure the nefarious nature of their activities, Communist Chinese military scientists commonly hide behind civilian credentials and laboratories to conduct research, ascribe their research to civilian researchers, and when possible, send Chinese students, physicians, and PhDs abroad to appropriate the latest scientific processes, techniques, and insights, and to develop social networks. According to Dr. Yan, one such example is Dr. Yi Guan. Dr. Guan co-wrote a paper with military scientists, Yi-Gang Tong and Wu-chun Cao, buttressing the Pangolin virus narrative, later published in Nature. These purported civilians and civilian labs even publish benign research to mask their real work relating to bioweapons. Projects are broken down into smaller components. Each component is then delegated to a team of scientists who have particular expertise. Once all the requisite elements are developed, they are stitched into a single virus. Only a few within Hong Kong and China are involved in that final phase of development.
Since arriving in the U.S., Dr. Yan is the primary author of three reports detailing how the SARS-CoV-2 virus was modified in the laboratory. Based on her examination of the genomic sequence of the virus—combined with her knowledge, experience, and gathered intelligence—she confirms that the virus is not from nature and that the Chinese made up the nature-origin evidence and coerced the international academic world into spreading a false narrative. She claims it is derived from two unique twin-like bat coronaviruses known as ZC45 and ZXC21. These viruses were part of the military’s curated collection, as described in the manual, for study as potential unrestricted bioweapons. Dr. Yan’s professional expertise reveals that SARS-CoV-2 has been adapted in the lab to be able to infect humans using established gain-of-function processes commonly utilized throughout China.
Dr. Yan’s relentless desire to expose the truth about China’s deception and their potentially sinister efforts to weaponize a virus that has now brought great harm to the entire world offers policymakers and the intelligence community a unique opportunity to fully understand what China did to manipulate the virus, how they did it and how to prevent similar catastrophes in the future.
It is incumbent upon the Chinese Communist Party, including President Xi Jinping and Chinese military leaders, to unequivocally provide details about the unvarnished origins of the SARS-CoV-2 virus so corrective vaccines can be developed and administered, post-covid outcomes can be studied, and the potential remaining bioweapons can be secured and destroyed.
