We’ve known for years that our university students are being indoctrinated with anti-American propaganda. Lesser understood is how entrenched the Chinese Communist Party (CCP) is in the grand scheme. Thanks to some bold actions by Sen. Chuck Grassley (R-Iowa), lawmakers have just introduced a bill that would force transparency requirements on colleges who have financial ties to China to continue being part of the Student and Exchange Visitor Program. It’s about time.

Since 2006, according to the Epoch Times, the Chinese regime has been pouring hundreds of millions of dollars to about 100 U.S. universities through a center called “Confucius Institutes.”

In the “Prepared Floor Remarks” delivered by Grassley on May 10th, a letter he sent on February 11th to the Biden Administration questioning its “withdrawal of what’s been called the Confucius Rule” has gone unanswered. “That rule was a proposed Trump administration rule that would’ve required educational institutions to disclose their financial connections to the communist Chinese government, including its Confucius Institutes.” 

In his remarks, Grassley said the following: “One member of the communist regime said: ‘The Confucius Institute is an appealing brand for expanding our culture abroad. It has made an important contribution toward improving our soft power. The ‘Confucius’ brand has a natural attractiveness. Using the excuse of teaching Chinese language, everything looks reasonable and logical.’”

Hence the premise of Bill S.1369 is “[T]o require United States educational institutions to include information regarding financial transactions with the Government of the People’s Republic of China or its affiliates in any petition for certification or recertification with the Student and Exchange Visitor Program.” Good God, how slow the wheels of Congress grind. And, does the bill even go far enough?

Per the National Association of Scholars (NAS), in an article entitled, “China’s Confucius Institutes Might Be Closing, But They Succeeded,” published on March 31st of this year, many colleges intertwined with the Institutes have already closed them or are in the process of doing so. And, it wasn’t much thanks to political pressure.

The NAS says that the name “Confucius Institutes” has become toxic due mainly to targeting by local activists of “Tibetan, Taiwanese, Hongkonger, Uyghur, and Chinese” descent. But, don’t even think this has slowed the CCP down. Our institutes of higher learning are still in the CCP’s greedy sights. Rather, a rebranding is taking place across the board that should wake up every American who slept through the first indoctrination phase. Especially because it’s aimed at our younger populations now, as well, and moving at record speed.

“Already, Asia Society, a private nonprofit that cosponsors a K-12 version of Confucius Institutes, has renamed its program the ‘Chinese Language Partner Network,” according to NAS. And, “Colleges and universities, too, are busily ‘closing’ their Confucius Institutes, only to replace them with other, substantially similar, forms of partnership with the Chinese government.” 

The Asia Society was “established with the support of an Expert Advisory Committee,” according to The National Pulse in mid-2020. “Members of this committee include CCP officials from the Chinese Embassy in Washington D.C. and the Chinese Consulate General in New York. High-ranking officials at Chinese universities with track records of cyber-espionage and intellectual property theft such as East China Normal University, Renmin University, and Wuhan University are also advising the program” aided by US government officials within the Departments of State and Education. 

The National Pulse also “exposed how Confucius Institutes had permeated a taxpayer-funded Utah Public School, Cascade Elementary. There, the Chinese Communist Party (CCP) funded initiative led to state military parades airing in classrooms with teacher Zheng Yamin vowing to spread “Chinese morality and values.” Are you paying attention?

Fortunately, we have groups like NAS doing some heavy lifting. They say that some universities are simply “establishing new partnerships with the same Chinese universities that were their partners in hosting Confucius Institutes.” They’ve also been “pursuing an in-depth research project called ‘When Confucius Institutes Close’ to document just how widespread this closure-in-name-only trend is.” Their list of suspicious CCP-college partnerships is updated periodically and should be on the laptops of every lawmaker in Congress.

Alinsky Tactic #3, “whenever possible, go outside the experience of your enemy,” is meant to create confusion and chaos. Shifting the focus by rebranding is an oft-used method by the left that fits their end goal perfectly. It’s a tactic to keep Americans off-guard constantly and directed away from the march to full-blown Communism.

Does Grassley’s bill go far enough? Not if you consider the outcome from his years’ long investigation of Fast and Furious, the gun-running operation put in place by then-President Obama’s DOJ in an effort to water down our 2nd Amendment. Other than a few minor government players getting shifted from one agency to another, very little came of the Senator’s efforts.

In reading the two-page bill in its entirety, it’s apparent that the focus is on institutions of higher learning and meant to close a few loopholes regarding financial paper trails. Seriously? Forgive my sarcasm, but since when does a two-page document take three months to deliver?

While it is unquestionably a must-pass piece of legislation, our lawmakers are, as usual, way behind the eight-ball.

While we dicker with shiny objects once again, the CCP is a generation ahead. Of course, it’s essential to stop the bleeding, indoctrination, and theft at our institutes of higher learning. That’s a given and long overdue. The real question now ought to be: who’s watching the children?
